If there is aquatic life in the wetlands then you would want to use Essentria IC3 Insecticide Concentrate and apply it from a hand pump or electric or gas powered sprayer.  Essentria IC3 Insecticide Concentrate is a natural insecticide so it will not harm aquatic life.
